Dr. James Byers is the founder of Barrus Healthcare and the driving force behind its commitment to excellence in independent medical assessments. A trained chiropractor turned entrepreneur, Dr. Byers brings nearly two decades of hands-on experience performing assessments, assisting specialists, developing and providing training and continuing education, and providing complex case management support to doctors and clients. His deep understanding of both clinical practice and the insurance landscape shapes the thoughtful, streamlined approach Barrus is known for.
Passionate about elevating the standards of the assessment industry, James leads the business development and recruitment functions of Barrus with integrity and precision. He is recognized for his strictly evidence-based and fact-driven, unbiased approach to every case, and for fostering an environment where accurate, high-quality reporting is the non-negotiable standard.
With a rare combination of clinical insight, operational expertise, and entrepreneurial vision, James continues to build Barrus Health into a trusted leader in the independent assessment space—prioritizing fairness, clarity, and professionalism in every interaction.

VICE PRESIDENT BUSINESS DEVELOPMENT
David brings over two decades of experience delivering hundreds of innovative products, campaigns, and experiences to market with global Tier 1 organizations in healthcare, technology, cannabis, and pharmaceutical sectors. He leverages a data-led, consumer first approach to guide concept, design, and execution of winning business development strategies. He brings a wealth of experience in innovation road-mapping, brand strategy, partner and vendor sourcing and management, customer experience, and integrations to the Barrus leadership team.
In his role as VP Business Development, David takes point in sustainable growth and retention of both physician and client relationships, and champions the expansion of Barrus Healthcare as an innovator and leader in physician management and third party medical assessments.

Dr. James Stewart
MEDICAL DIRECTOR
Dr. James Stewart is an experienced family physician with a long-standing commitment to delivering comprehensive, patient-centered care in the Collingwood region. With over two decades of clinical practice, Dr. Stewart brings deep expertise in acute care, complex case management, and evidence-based primary medicine. His balanced background across emergency and community settings allows him to provide thoughtful, precise, and clinically sound assessments for insurance and occupational health cases. He has completed thousands of medical assessments, catastrophic determinations, WSIB case consults, and is a low back specialty assessor.
As the medical director for Barrus Healthcare, he brings his leadership and clinical experience to the rest of the team, and is always available for collaboration and support with both new and experienced assessors. Dr. Stewart leads our training and continuing education programs, liaises with clients, legal experts, and staff to ensure that experience working with Barrus Healthcare is optimized for everyone involved.

As the Vice President of Operations at Barrus Healthcare, Ms. April Leggett is the organizational backbone of the entire operation — ensuring every assessment, appointment, and operational detail runs with precision. She oversees all scheduling, finance, and assessment logistics, and manages day-to-day functioning of the business with exceptional care and efficiency. Her ability to streamline systems, anticipate needs, and keep the clinic operating smoothly makes her an invaluable part of the Barrus team.
With a warm, client-focused approach, April also serves as an assessment chaperone when needed, providing professionalism, comfort, and support throughout the evaluation process.

Dr. Eric Agyemfra is a physician from Ghana with extensive clinical experience and a strong commitment to operational excellence. As Director of Clinical Operations at Barrus Healthcare, he plays a key role in supporting our medical team and ensuring every assessment is conducted smoothly, efficiently, and to the highest standards.
With a background in patient management, clinical coordination, government consulting, independent assessments, and multidisciplinary collaboration, Dr. Agyemfra’s extensive experience makes him perfectly positioned for this leadership role. He oversees workflow, facilitates clear communication between providers, and helps maintain the accuracy and consistency of our assessment process. His dedication to quality and professionalism, as well as passion for continuing education, makes him an integral part of the Barrus Healthcare team and a trusted resource for both physicians and clients.
